To prepare the members of the community to confront complex situations and that they negotiate it in an integral way, it consents and harmonica is an indispensable task in the communities of volcanic areas and it cannot be made without the support from the sciences of the education; consequently the theoretical sustenance’s are presented with strong emphasis in the popular education and the investigation action participation to approach it from the necessary change and impact in the taking of decisions.   La capacitación es clave para cualquier proceso y es justamente sobre los fundamentos y referentes teóricos básicos que la sustentan, que se realiza esta propuesta para la gestión de actores locales en zonas volcánicas vulnerables. Preparar a los miembros de la comunidad para afrontar situaciones complejas y que lo gestionen de manera integral, consiente y armónica es una tarea imprescindible en las comunidades de zonas volcánicas y no puede hacerse sin el soporte desde las ciencias de la educación; por consiguiente, se presentan los sustentos teóricos con fuerte énfasis en la educación popular y la investigación acción participativa para abordarla desde la resiliencia necesaria e impacten en la toma de decisiones.
