The task ahead for the regulatory body and stakeholders in the sector is to achieve efficiency that translates into lower rates. The objective of this article is to assess the actions taken by the regulatory agency in the period 2016-2022 to take the sector towards the path of efficiency and to provide forward-looking considerations on the remaining tasks. To this end, it examines the context, the actions taken and their impact on the rates paid by users. The evidence shows that the measures adopted by the regulatory body in that period improved the efficiency of the sector and halted the upward trend in prices in 2019. On the other hand, it argues that, in the context of the new realities of a fast-evolving sector, the search for efficiency calls for changes in the approach to regulation, the role of regulated entities and assertive governance. Distribution companies must adopt a commercial approach to the services they provide, in line with the new realities, particularly the competition that technology introduces into the sector. There is a need for a regulation that is flexible, enables the adoption of new technology and is forward looking, as well assertive governance of the sector that includes comprehensive planning and optimization of the electric system with the objective of reducing its long-term costs and ensuring its sustainability. El esquema regulatorio costarricense permitió alcanzar la universalización y la sostenibilidad del sistema eléctrico. La tarea pendiente para el ente regulador y los participantes en el sector es lograr una eficiencia que se traduzca en menores tarifas. El artículo tiene como objetivo valorar las acciones de la Autoridad Reguladora entre el periodo 2016-2022 para llevar el sistema hacia la senda de la eficiencia y presentar reflexiones prospectivas sobre las tareas pendientes. Para estos efectos, realiza un análisis del contexto, de las acciones tomadas y su impacto sobre las tarifas que pagan los usuarios. La evidencia muestra que las medidas adoptadas por el ente regulador en ese periodo mejoraron la eficiencia del sector y cortaron, en el año 2019, la tendencia de crecimiento de las tarifas. Por otro lado, se argumenta que, en el marco de las nuevas realidades de un sector en rápida evolución, la búsqueda de la eficiencia requiere de cambios en la forma de regular, en el papel de los regulados y de una rectoría asertiva. Las empresas distribuidoras deben aplicar un enfoque comercial a los servicios que prestan a partir de las nuevas realidades, en particular de la competencia que la tecnología introduce en el sector. Se requiere de una regulación flexible, habilitante al cambio tecnológico y con visión prospectiva, así como del ejercicio asertivo de la rectoría del sector que incluya una planificación y optimización integrales del sistema eléctrico con la máxima de reducir sus costos de largo plazo y garantizar su sostenibilidad.
