O testemunho como ferramenta necessária para problematizar a institucionalidade da Costa Rica em termos de processos migratórios Palma Chacón, Jimena Segura Rodríguez, Roxana Rodríguez-Muñoz, Dylanna Fernández Vásquez, Daniel Mobilizations Human rights Testimony Integration Movilizaciones Derechos Humanos testimonio integración Mobilizações Direitos humanos Testemunho Integração The sustained increase in mobilizations from Venezuela to Costa Rica appears as a highly complex phenomenon, the revision of which has quickly exhausted the traditional categories of analysis. This is why, from a human rights perspective, this article is based on the story and experience of the migrant as a necessary tool to highlight the shortcomings and limitations of the Costa Rican institutional framework that embraces individuals mobilized from Venezuela. Access to human rights, for example, guarantee to due process and information, and even the right to migrate (or not to be forced to do so) is questioned from the experience narrated by Andreina, who migrated to Costa Rica seeking to improve her quality of life and whose experience is vital to deconstruct the discourse that has been perpetuated by the institutions that regulate the access of migrants and by the State as guarantor of human rights. Both the geopolitical analysis of the Venezuelan context, as well as the analysis of her story, manage to materialize the structural and cultural violence that are reproduced by the institutional framework and public policies designed to contain the growing human mobilization throughout Latin America. El sostenido aumento de movilizaciones desde Venezuela hacia Costa Rica se presenta como un fenómeno altamente complejo cuya revisión ha agotado rápidamente las categorías tradicionales de análisis. Es por esto que, desde una perspectiva de Derechos Humanos, el presente artículo se articula desde el relato y la experiencia de la persona migrante como una herramienta necesaria para evidenciar las falencias y las limitaciones del entramado institucional que acoge, en Costa Rica, quienes se movilizan desde Venezuela. El acceso al debido proceso, a la información, e inclusive, al derecho a migrar (o a no verse obligado a hacerlo) se pone en tela de juicio desde la experiencia narrada por Andreina, quien migró a Costa Rica en búsqueda de mejorar su calidad de vida. Esta experiencia resulta vital para deconstruir el discurso que, desde las instituciones que regulan el acceso de migrantes y desde el Estado como garante de Derechos Humanos, se ha perpetuado. Tanto una revisión breve del contexto geopolítico venezolano, como el análisis del relato, logran corporalizar violencias estructurales y culturales que son reproducidas por la institucionalidad y por las políticas públicas diseñadas para contener la creciente movilización humana en toda Latinoamérica. O aumento sustentado das mobilizações da Venezuela para a Costa Rica aparece como um fenômeno altamente complexo, cuja revisão esgotou rapidamente as categorias tradicionais de análise. É por isso que, do ponto de vista dos direitos humanos, este artigo se baseia na história e na experiência do migrante como uma ferramenta necessária para demonstrar as deficiências e limitações do quadro institucional que acolhe, na Costa Rica, pessoas mobilizadas de Venezuela. O acesso aos direitos humanos, por exemplo, ao devido processo e informações, e até o direito de migrar (ou não ser forçado a fazê-lo) é questionado pela experiência narrada por Andreína, que migrou para a Costa Rica tentando melhorar sua qualidade de vida e cuja experiência é vital para desconstruir o discurso perpetuado pelas instituições que regulam o acesso dos migrantes e pelo Estado como garantidor dos direitos humanos. A análise geopolítica do contexto venezuelano, como a análise da história, consegue materializar a violência estrutural e cultural reproduzida pelo arcabouço institucional e pelas políticas públicas destinadas a conter a crescente mobilização humana em toda a América Latina.
