The epistemic approach of the dimensions of opportunities, aspirations and modalities of financing of education, achievements and new challenges seen within the context of the educational policies that each region plans in the framework of the UNESCO reports and the acceleration of the fifth industrial revolution will lead to conceiving the idea of ??paradigm change in the new social contract of education in the national economy. El presente documento recopila bibliográficamente los diversos componentes en que se desarrolla el presupuesto de la educación, (general y superior) vista desde una perspectiva comparada, una preocupación de los tomadores de decisiones de gobernantes y gobernado de América Latina – Panamá.
