UN BALANCE EN EL ESCENARIO ARGENTINO RECIENTE Carmona, Rodrigo Martínez, Carlos Participatory budgeting local governments governance Presupuesto participativo gobiernos locales gobernanza The 1980s, 1990s, and 2000s were a period of deep structural and political changes in Latin America, where many countries returned to democratic regimens, while neoliberal policies were developed and the concept of “public“ was broadened due to the strengthening of non-state public space, which included greater citizen involvement in matters related to their immediate surroundings. It is in this framework that the Participatory Budget was born in Argentina. Its development over more than a decade shows that the dynamics and intensity of citizen participation varies both in relation to the particular features in the different experiences and in relation to the ways the mechanism is implemented. This paper is aimed at examining the distinctive features that characterize the political-institutional, participatory, intraburocratic, and distributive-financial dimensions, in the different cases where the participatory budget has been implemented in Argentina. The foregoing is done with the purpose of identifying the potential and the tensions arising from the relationship between the local government and the citizens, such as their ability to incorporate innovative topics to the public agenda, promote a wide range of participatory policies, and favor municipal decentralization processes and the problems related to the conflict between a transverse and participatory management logic resulting from PB and a traditional, hierarchical, and compartmentalized logic, as the one commonly used in many local governments. En América Latina, las últimas tres décadas (1980,1990,2000) fueron un período de profundos cambios estructurales y políticos donde gran cantidad de países retornaban a regímenes democráticos, mientras se desarrollaban políticas de corte neoliberal, al mismo tiempo, que se producía una ampliación de la esfera de lo “publico”, dada por el fortalecimiento de un espacio público no estatal constituido por una mayor intervención de la ciudadanía en cuestiones vinculadas con su entorno cercano. En este marco, nacería el Presupuesto Participativo en Argentina. Su desarrollo a lo largo de más de una década muestra que la dinámica e intensidad de la participación ciudadana aparece variable, tanto en relación con los rasgos particulares que asumen las diferentes experiencias como respecto a las formas de ejecución propias del mecanismo. El presente artículo busca examinar los aspectos distintivos que caracterizan a las dimensiones político-institucional, participativa, intraburocrática y financiero-distributiva, en los diversos casos de implementación del Presupuesto Participativo en la Argentina, de modo que identificar potencialidades y tensiones surgidas de la articulación entre el gobierno local y la ciudadanía, tales como su capacidad para incorporar temáticas novedosas en la agenda pública, potenciar un abanico amplio de políticas participativas y favorecer los procesos de descentralización municipal y sus problemas en relación con el conflicto entre una lógica de gestión transversal y participativa dada por el PP y otra tradicional, jerárquica y compartimentada, tal como la habitual en muchos gobiernos locales.
