In a systematic analysis of the entire Legal System, taking into consideration the International Treaties, the jurisprudence of the Constitutional Chamber and the Law of the Constitution, the Congress is in debt to the legal-real context in discussion: the adult population deprived of freedom and its permanent legal insecurity. Los y las docentes de la Maestría en Ciencias Penales de la Universidad de Costa Rica emiten un pronunciamiento concerniente a la necesidad de formalizar un instrumento juridico que resguarde las garantias minimas de la poblacion adulta privada de libertad, a traves de una Ley de Ejecución de la Pena en Costa Rica. En un analisis sistematico de todo el Aparato Legal, tomando en consideracion los Tratados Internacionales, la jurisprudencia de la Sala Constitucional y el Derecho de la Constitución, la Asamblea Legislativa se encuentra en deuda con el contexto factico juridico en que se desarrolla el objeto de este debate: la poblacion privada de libertad adulta y su permanente inseguridad juridica.
