In Costa Rica the TRD policy was created in response to Law 9036 and has roots in the promotion of rural territorial development in Latin America and the national experience since 1994. The hypotheses mentioned here are an agenda that stimulates assessment to innovate the rural and territorial public policy for regional development. El artículo despliega las hipótesis para el análisis de la política de desarrollo rural territorial (DRT) costarricense, que corresponden con la teoría del Estado, el trabajo de los poderes públicos, la acción del Gobierno y la evaluación de los resultados. Lo anterior, puesto que en Costa Rica la política de DRT responde a la Ley 9036, con rizomas en la promoción del desarrollo rural territorial en América Latina y en la experiencia nacional desde 1994. Las hipótesis son una agenda que estimula la evaluación para innovar la política pública rural y territorial para el desarrollo regional.
