The following text describes the historical and operational evolution of inclusive actions in education directed towards indigenous populations in Costa Rica, one of the most vulnerable and discriminated groups in the country. This article specifically underlines how the national higher education and laws have evolved toward acknowledging the inalienable rights of these ancient peoples. The work done by the Universidad Nacional [National University of Costa Rica], specifically by the Rural Education Division (DER, in Spanish), stands out with roving degree courses and trainers of teachers for the General Basic Education being offered in the rural and indigenous contexts where students live. Part of the analysis includes a review of the barriers for accessing the university environment, as well as the role of public universities in democratizing higher education. The conclusion is that Costa Rica has made significant progress in the fields of law, administration, and pedagogy regarding access to education for the indigenous peoples; notwithstanding, these shall not be deemed as concluded achievements concerning the rights of the original peoples as there is a long way to go yet for asserting an equitable offering for them. El siguiente texto muestra el devenir histórico y operativo de las acciones inclusivas, en materia educativa, dirigidas a las poblaciones indígenas en Costa Rica, parte de los grupos más vulnerables y discriminados de nuestro país. De manera concreta, este artículo evidencia cómo han evolucionado la legislación nacional y la educación superior en materia del reconocimiento de derechos inalienables de los pueblos ancestrales. Al respecto, se rescata la labor de la Universidad Nacional, específicamente de la División de Educación Rural (DER), con una carrera de grado itinerante formadora de docentes para la Educación General Básica, que se ofrece en los contextos rurales e indígenas donde reside el estudiantado. Como parte del análisis se reflexiona acerca de las barreras para acceder a la vida universitaria y el papel de las universidades públicas en cuanto a democratizar la educación superior. Se concluye que en Costa Rica se han dado avances significativos respecto del acceso a la educación para pueblos indígenas en materia legal, administrativa y pedagógica; no obstante, estos no se deben interpretar como logros acabados en la reivindicación de los derechos de los pueblos originarios, ya que queda mucho camino por recorrer en el aseguramiento de una oferta equitativa para las personas indígenas. Esta pesquisa apresenta a evolução histórica e operacional das ações inclusivas na educação, destinadas aos povos indígenas na Costa Rica, que fazem parte da população mais vulnerável e discriminada do nosso país. Concretamente, este artigo mostra a evolução por parte da Legislação Nacional e do Ensino Superior, no reconhecimento dos direitos inalienáveis dos povos indígenas. Neste sentido, enfatiza-se o trabalho da Universidade Nacional, especificamente a Divisão de Educação Rural (DER), com uma carreira de educação itinerante que forma docentes para o ensino fundamental, oferecido em contextos rurais e indígenas, aonde moram as pessoas estudantes. Como parte da análise, a reflexão feita gira em torno as barreiras que impedem o acesso à vida universitária e a atuação das universidades públicas em seu trabalho de democratizar o ensino superior. Conclui-se que na Costa Rica existem avanços significativos relacionados ao acesso à educação para os povos indígenas, em questões legais, administrativas e pedagógicas; porém, estes avanços não devem ser interpretados como realizações concluídas em defesa dos direitos dos povos indígenas. Existe ainda um longo caminho a percorrer no sentido de garantir uma atenção justa e equitativa para os esta população nativa.
