This discussion takes, as starting point, recent experiences carried out by Costa Rican institutions in the field of risk and emergency management. It briefly analyzes the development of the concept of the human rights approach in this area. This way, it highlights the efforts of the humanitarian community in the incorporation of measures to ensure that the most vulnerable people, directly affected by a disaster, should have access, without discrimination, to the provision of assistance, especially those populations historically living in conditions of vulnerability such as women, children, people with disabilities, migrants and older people.  El artículo analiza los alcances, limitaciones y experiencias en el uso del enfoque de derechos humanos en la atención de poblaciones vulnerables en situaciones de desastres y emergencias en Costa Rica, tomando como base experiencias recientes llevadas a cabo por la institucionalidad costarricense en materia de gestión de riesgos y atención de emergencias. Se analiza brevemente el desarrollo del concepto del enfoque de derechos humanos en esta materia, destacando los esfuerzos de la comunidad humanitaria en la incorporación de medidas tendientes a asegurar que las personas más vulnerables afectadas directamente por un desastre, puedan tener un acceso sin discriminación a la prestación de asistencia, en especial poblaciones históricamente en condiciones de vulnerabilidad tales como mujeres, niños y niñas, personas con discapacidad, migrantes y personas adultas mayores. O artigo analisa as possibilidades, limitações e experiências no uso da abordagem de direitos humanos relacionados com o cuidado de populações vulneráveis em situação de calamidades e emergências em Costa Rica, com base em experiências recentes conduzidas por instituições costarriquenhas, sobre gestão de riscos e atenção de emergência. Analisa-se brevemente a evolução do conceito de abordagem de direitos humanos nesta matéria, destacando os esforços da comunidade humanitária em incorporar medidas capazes de assegurar que as pessoas mais vulneráveis, diretamente afetadas por uma calamidade, possam ter acesso a assistência, sem discriminação nenhuma, especialmente as populações que vivem historicamente em condição de vulnerabilidade, como mulheres, crianças, pessoas com deficiência,  migrantes e os idosos.
