Hannah Arendt's vision of violence as a means to achieve immediate ends, but neither legitimate nor lasting over time, stands out. Since colonial times, violence has been used (instrumentalized) by those who control political power to subjugate others. In El Salvador, political and social conflicts have been recurrent, with marginal groups resorting to violence when they are excluded from decision-making and opportunities. The State has also exercised so-called legitimate violence as a tool of control. But Arendt argues that power and violence are opposites: while power arises from the agreement between people, violence is instrumental and can destroy power. In the case of the historic center of San Salvador, municipal governments attempted to evict informal vendors by force, but these actions did not achieve lasting solutions and generated more conflict. Only through dialogue and negotiation between vendors and the municipal government was a peaceful and voluntary evacuation of public spaces achieved, returning power and control to the local government. This illustrates Arendt's idea: power is based on consensus and is lost when violence is resorted to indiscriminately. En el artículo se aborda la relación entre poder y violencia en el contexto de la historia y la política de El Salvador, específicamente en el conflicto del reordenamiento del centro histórico de San Salvador, donde los vendedores informales ocuparon durante décadas los espacios públicos. Se destaca la visión de Hannah Arendt sobre la violencia como un medio para lograr fines inmediatos, pero no legítimos ni perdurables en el tiempo. Desde la época colonial, la violencia ha sido utilizada (instrumentalizada) por quienes controlan el poder político para someter a otros. En El Salvador, los conflictos políticos y sociales han sido recurrentes, con grupos marginales recurriendo a la violencia cuando se ven excluidos de la toma de decisiones y oportunidades. El Estado también ha ejercido la llamada violencia legítima como herramienta de control. Pero Arendt argumenta que el poder y la violencia son opuestos: mientras el poder surge de la concertación entre personas, la violencia es instrumental y puede destruir el poder. En el caso del centro histórico de San Salvador, los gobiernos municipales intentaron desalojar a los vendedores informales mediante la fuerza, pero estas acciones no lograron soluciones duraderas y generaron más violencia. Solo mediante el diálogo y la negociación entre vendedores y el gobierno municipal, se logró un desalojo pacífico y voluntario de los espacios públicos, devolviendo el poder y el control al gobierno local. Con ello se ilustra la idea de Arendt: el poder se basa en la concertación y se pierde cuando se recurre a la violencia de manera indiscriminada.
