Here it empowers the citizen of a series of rights, in order to make it easier for the citizen to interact with it and as a consequence, make effective the administrative function and the administrative supervision efficient. One of the rights that are positivized in favor of the citizen is relating to the “PA” through electronic means and this is the right that I will deal with in this paper; It will be started by presenting it as an instrument of the right to information and the right to access public information mainly; then this new right will be shown as an expression of the principle of antiformalism to which the PA is subject and as it appears as a transversal axis in the content of the PAL , enhancing the right to good administration. El 15 de diciembre de 2017 se emite el Decreto legislativo 856, contentivo de la primera Ley de Procedimientos Administrativos en El Salvador; ley que se encuentra en vigencia desde febrero del año 2019; en la que principalmente se desarrolla el procedimiento administrativo general que debe de observar toda la Administración pública, pero también propone los principios a los que deberá de estar sujeta la mencionada AP. Aquí empodera al ciudadano de una serie de derechos, a fin de facilitarle a éste relacionarse con ella y como consecuencia, eficientizar la función administrativa y la tutela administrativa efectiva. Uno de los derechos que se positivizan en favor del ciudadano, es el de relacionarse con la AP a través de los medios electrónicos, y es este el derecho del que me ocuparé en esta ponencia; se partirá presentándolo como un instrumento del derecho a la información y del derecho al acceso a la información pública principalmente; luego se mostrará a este nuevo derecho, como una expresión del principio de antiformalismo al que está sujeta la AP, y como esta aparece como eje transversal en el contenido de la LPA, potenciando el derecho a la buena administración.
