En ese sentido, el autor examina cómo las “relaciones de poder” que se observan en torno a las élites, tanto políticas como económicas, terminan por incidir palpablemente en la configuración del espacio urbano construido, anteponiendo arreglos y acuerdos por encima de los derechos de los habitantes de la ciudad. Por ello, el artículo presta atención a la idea de Henri Lefebvre sobre el “derecho a la ciudad” exponiendo que, a pesar de que existe la tendencia a incentivar la participación ciudadana a través de la creación de leyes de participación, la forma en cómo las élites construyen la propuesta de ciudad y su solución resulta determinante, lo que imposibilita el “derecho a la ciudad” y, particularmente, una toma de decisiones inclusiva. La idea busca clarificar si en un contexto donde el ejercicio de poder resulta visible, la noción “derecho a la ciudad” podría ser traducida en mecanismos jurídicos concretos que viabilicen una toma de decisiones participativa. The City by itself: between Power and Right to the City This article examines the relation between the notions of “right to the city” and “power” that are framed in the context of decision-making of the port-city of Mazatlan, Sinaloa; with regard to the intervention carried out to promote the “Tianguis Turistico 2018”. In that sense, the author examine how the “power relationships” which are observed around the elites, both political and economic, end up having a palpable impact in the configuration of urban constructed space, putting arrangements and agreements above the rights of the inhabitants of the city. Thus, the article pays attention to Henri Lefebvre’s idea of the “right to the city” exposing that, although there is a tendency to encourage citizen participation through the creation of participation laws, the way in which elites build city’s proposal and its solution is decisive, which makes the right to the city and, particularly, an inclusive decision-making process, impossible. The idea seeks to clarify if in a context where the exercise of power is visible, the notion “right to the city” could be translated into concrete legal mechanisms that make viable a participatory decision-making process.
