Las nuevas y múltiples funciones que debe atender actualmente la biblioteca pública a raíz de un público cada vez más heterogéneo e indefinido plantean una serie de dilemas: las bibliotecas están capacitadas para atender todas las funciones?, cuáles son las prioridades frente a la evolución que cada una de ellas soporta? cuál es esa realidad en los países en vías de desarrollo como Argentina con inestabilidad política, sin desarrollo económico y sin conciencia, a nivel de las autoridades, del valor e importancia de estas instituciones? As novas e múltiplas funções que a biblioteca pública deve atualmente servir como resultado de um público cada vez mais heterogêneo e indefinido colocam uma série de dilemas: as bibliotecas são capazes de cumprir todas as funções, quais são as prioridades diante da evolução que cada uma delas suporta, qual é essa realidade em países em desenvolvimento como a Argentina, com instabilidade política, sem desenvolvimento econômico e sem consciência, a nível das autoridades, do valor e importância dessas instituições?
