Although the legislation is cleared, the institutions not always register their work in the National Registry of Copyright. A particular interest is the case of the National Elections Commission to determine which works have been registered and which not, and the reason they haven’t. Las instituciones públicas tienen el derecho de disfrutar de la titularidad de las obras literarias que producen, según está contemplado en la legislación nacional. A pesar de que la legislación es clara, las instituciones del Estado no siempre registran sus obras en el Registro Nacional de Derechos de Autor y Derechos Conexos. Se estudia en particular el caso del Tribunal Supremo de Elecciones para determinar cuáles obras tiene inscritas, cuáles faltan por registrar y por qué. As instituições públicas têm o direito de usufruir da propriedade das obras literárias que produzem, tal como previsto na legislação nacional. Embora a legislação seja clara, as instituições do Estado nem sempre registam as suas obras no Registo Nacional de Direitos de Autor e Direitos Conexos. Em particular, o caso do Supremo Tribunal de Eleições é estudado para determinar quais as obras que estão registadas, quais as que ainda não foram registadas e porquê.
