The explanatory documentary research method was used, as well as the bibliographic review of several authors related to technological resources. Primary sources made up of articles in indexed journals, reports obtained from the databases between 2019 and 2022 were consulted. Finally, the findings obtained in the analysis of the information were presented, the review of the pedagogical foundations in designing digital educational resources through the development of an instructional model that implements student-centered learning theories in the search for knowledge acquisition through strategies and tools that lead to the development of significant learning.  El artículo tiene como objetivo identificar las herramientas tecnológicas y las experiencias didácticas aplicadas por los docentes de la Universidad de Panamá en la educación virtual durante el tiempo de confinamiento por pandemia del COVID-19. Se utilizó el método de investigación documental explicativa, la revisión bibliográfica de varios autores relativo a los recursos tecnológicos. Se consultó, fuentes primarias conformadas por artículos en revistas indexadas, informes obtenidos de las bases entre 2019 y 2022. Finalmente, se presentó los hallazgos del análisis de la información, la revisión de los fundamentos pedagógicos en diseñar?recursos?educativos digitales mediante el desarrollo de un modelo instruccional que implemente las teorías de aprendizaje centradas en el estudiante en la búsqueda de conocimientos a través de estrategias y herramientas que conlleven al desarrollo de aprendizajes significativos.    Universidad de Panamá.
