It clarifies facts about actual development activity and the impact tourism has in the occupation of territory; in particular the development that the maritime terrestrial zone, known as a tourism space of great relevance for the country, has suffered. From this position the strategic vision of this zone is analyzed, the politics and instruments and tools that are utilized for its management, in particular a manual analysis for the elaboration of coastal regulation plans, and the relevant actions to develop the face of the future. En este artículo se hace un análisis del desarrollo turístico en las zonas costas y su relación con el modelo de desarrollo turístico del país. Se clarifican datos sobre la ocupación real y el significado que tiene el turismo en función de la ocupación del territorio y en especial del desarrollo que ha sufrido la zona marítimo-terrestre, reconocida como un espacio turístico de gran relevancia para el país. A partir de esta posición se analiza la visión estratégica de esa zona, las políticas, instrumentos y herramientas que se utilizan para su gestión, y en particular se analiza el manual para la elaboración de planes reguladores costeros y las acciones relevantes a desarrollar de cara al futuro.
